Mr. Joseph B. Clottey is a Financial and Management Consultant who has over 36 years
of experience in the banking industry retiring as the Head of Banking Supervision
Department of Bank of Ghana. He graduated from the University of Ghana Business
School in 1969 with a Degree in BSc. Administration (Accounting option) and joined
the Bank of Ghana. He was involved in the formation of the Committee of Banking
Supervisors of West and Central Africa and served as the chairman of the group for one
year. He was also elected the chairman of the WAMI Committee of Banking
Supervisors in 2003. He served on the Board of uniBank Ghana Limited, Anglican
Development Company, and Oak House Group. In the past, Mr. Clottey has been a
member of the Audit Committee of Barclays Bank Ghana in 2004/2005. He brings to
Effiduase Rural Bank rich experience from the banking industry, especially in
Regulatory Compliance and Risk Management.
Mr. Bernard Owusu-Twumasi is the Managing Partner of the Law Firm of Oak &Wuuds, one of the leading Commercial Law Firms in Accra, Ghana. He is a member of the Ghana Bar Association, International Bar Association, and the Inter Pacific Bar Association. He is also a member of the International Private Investigation Association.
Bernard is a graduate of the University of Cape Coast, University of Ghana (LL.B Hons.
2005) and the Ghana School of Law (Qualifying Certificate in Professional Law 2007).
Bernard was admitted to practice in Ghana as Barrister-at-Law and Solicitor of the
Supreme Court of Ghana in 2007 and holds an Executive MBA from the Ghana Institute
of Management and Public Administration (GIMPA). He is also an alumnus of Harvard
Law School Executive Education (2012) in the United States of America. Bernard has
done extensive work in the area of corporate banking and finance as well as in the Real
Estate Industry and in areas of debt recovery and property search and investigations.
Bernard is an entrepreneur and a businessman and brings to Effiduase Rural bank, a
wide knowledge in corporate law.
Frank Agyare is an accomplished legal and finance professional with a distinguished career spanning over sixteen years in international development and management. He currently serves as the Country Representative and Regional Director for Africa at OIC International Inc., a prominent global non-profit organization headquartered in Washington DC. In this pivotal role, Frank is entrusted with overseeing the strategic direction, project excellence, and operational efficiency of OIC International’s diverse programs across the African continent.
As a seasoned lawyer and finance expert, Frank’s expertise has been honed through progressive experiences at both national and international levels. With a comprehensive background encompassing law, finance, strategy, and program management, he has successfully contributed to the growth and impact of various development initiatives.
Frank’s impressive credentials include holding the highest level of decision-making authority for OIC International in Ghana and the broader African region. His responsibilities extend to setting and executing strategic agendas, ensuring project quality, streamlining operational procedures, and driving the success of OIC International’s extensive portfolio of Africa Regional programs. In addition to his role at OIC International, Frank holds a prominent position as a Partner at Oak & Wuuds Law Firm, located in East Legon, Accra.

During his tenure as the Head of Finance at OIC International, Frank was pivotal in enabling the successful implementation of OICI Ghana Programs. Frank’s meticulous attention to detail and strategic insight significantly contributed to the organization’s effective financial management and overall success.

Com) degree in Accounting & Finance from the University of Cape Coast.
